To fortify the goal of sustainable development and poverty reduction through economic expansion, the development effort of Metro Cebu is directed in optimizing its comparative edge in terms of market access, existence of skilled labor, level of agglomeration economies, peace and order situation and the presence of modern facilities that promotes economic efficiency.

A multi-nodal development strategy is suggested for Metro-Cebu to re-direct development away from its core center (i.e. Cebu City, Mandaue City, Lapulapu City), towards the peripheral growth nodes of Consolacion-Liloan Corridor in the north and the Naga-Minglanilla Corridor in the south of Cebu City (See Figure 2). This approach is intended to decongest the core center to achieve economic efficiency, physical order, and sustainable development.

The estimated reclamation quantity is estimated at around 15,177,230.18 cubic meters.
